This two-volume work by Elsuwege (European Institute, Ghent U., Belgium) analyzes the position of the Baltic States (Estonia, Latvia, and Lithuania) in the European Union enlargement process from a geopolitical and legal perspective. He first describes the historical, legal, and political development of the three countries in order to provide a framework for understanding the evolving relationship between them and the EU. He then discusses the European Union's pre-accession strategy in regards to the Baltic States, specifically the legal instruments and monitoring mechanisms intended to prepare candidates for membership, and examines its impact on their national legislation, paying attention to the question of political conditionality in general and the pre-accession condition of "respect for and protection of minorities" in particular. The accession negotiations and the drafting of the Accession Treaty are examined in terms of the legal implications of differentiation in the application of the acquis communautaire and in terms of the Baltic States' relationships with the rest of the former Soviet republics. The impact of Baltic accession on Russian-EU relations and on the key challenges of Baltic-Russian relations--i.e. the legal status of Russian-speaking minorities, the question of border delimitation, and the transit of goods between Kaliningrad and mainland Russia through Lithuanian territory--is then discussed. Finnally, Elsuwege analyzes constitutional consequences of European enlargement at the national and European level, addressing such topics as the extension of voting rights to EU citizens, the implementation of the European arrest warrant framework decision, and the preparations for the introduction of the euro.
