Monroe (criminal justice, Xavier U.) posits that although rates of adult homicides in which handguns were the primary weapon have declined, there is no statistical indication that the Brady Handgun Violence Prevention Act played a significant part in that decline. According to his figures, background checks and waiting periods have not touched the large secondary market, which includes casual trading amongst family and friends as well as sales by unlicensed dealers and criminals. In addition, the Act did not prevent about 35 percent of murderers from getting guns legally.
