In September 2004, the UN's Economic and Social Commission for Asia and the Pacific (ESCAP) organized an Ad Hoc Expert Group Meeting in Bangkok to examine issues involving the energy services necessary for sustainable development in the region's rural areas. This volume is based largely on materials and papers presented at that meeting. Topics addressed include the connection between energy and poverty reduction; regional trends in the supply and consumption of electricity; and various policy instruments for expanding energy services to rural areas.
